- Added support for US National Weather Service alerts.
- Added a help icon on left navigation which directs to Storm Risk help site
- Added a third color tier to forecast alerts, to have consistent yellow, orange, red alert tiers across forecast/lightning
- Added email notification ability for all alerts

- Fixed US National Weather Service layers displaying as all black on map view
- Fixed tool tips being cutoff on Storm Risk Dashboard page when near the end of the forecast period
- Fixed instances of start dates being later than end dates on some alerts
- Fixed instances of page load taking 5-10 seconds on first click
